1. Good morning and thank\nyou for inviting me to speak at the Hellenic Foundation for European and\nForeign Policy. ELIAMEP is among the leading foreign policy think tanks in\nGreece and in Europe, and it gives me pleasure to be here to address a\ndistinguished audience of diplomats, policymakers and academics on the subject\n“India and Europe in a Changing World\u201d. This is my first visit to Europe\nsince becoming President of India in July 2017. It is appropriate that the\nvisit has brought me to Greece because geographically and historically your\ncountry has been India\u2019s gateway to Europe. I must appreciate the warm welcome\nI have received from the people and government of Greece, as well as the\nsubstantive talks with President Pavlopoulos and Prime Minister Tsipras.<\/p>\n\n\n\n

2. Greece and India have\nmuch in common. We are modern nation states built on the foundations of ancient\ncivilisations. “Vasudhaiva Kutumbakam\u201d is a timeless Sanskrit phrase that\ntranslates to “The World is a Family\u201d. It has guided India\u2019s external outlook\ndown the ages and continues to do so. As sister civilisations from the earliest\ndays of human society, Greece and India are special members of this family.<\/p>\n\n\n\n

3. Our bilateral political\nand economic relationship goes back 2,500 years. Greece was the fountainhead of\nwestern culture and its imprint extended across continents. In India too, there\nis enormous evidence of Greek travellers, traders, scholars and warriors\ninteracting with our ancestors. The most famous Greek to come to India, was of\ncourse Alexander the Great. He arrived at the head of an invading army in 326\nBC \u2013 but he left as a friend. Every Indian schoolchild knows of how Alexander\nand the Indian King Porus fought a pitched battle and then, impressed by each\nother\u2019s courage and dignity, became allies.<\/p>\n\n\n\n

4. Shortly afterwards,\nEmperor Chandragupta founded the first great Indian empire, the “Mauryan\nEmpire\u201d, which covered much of the Indian subcontinent. Chandragupta, who was\nknown to Greeks of the time as Sandrocottos, was helped in his mission by\nSeleucus Nicator. Seleucus was Alexander\u2019s general and founded his own Greek\nempire in Asia.<\/p>\n\n\n\n

5. It is believed that\nChandragupta married Helen, the daughter of Seleucus and she became his queen.\nSeleucus sent Megasthenes to Chandragupta\u2019s court as perhaps the first Greek\nambassador to India. Fortunately for us, besides being a diplomat, Megasthenes\nwas a scholar, historian and ethnographer. His travelogue “Indica\u201d remains\none of the best known accounts of ancient India.<\/p>\n\n\n\n

6. A fusion of Greek and\nIndian cultural influences gave rise to what is termed “Greco-Buddhist\nart\u201d and to the “Gandhara School of art and sculpture\u201d. The Greek\ngeographer Ptolemy mapped the seven islands that today make up the city of\nMumbai. He called this collection of islands “Heptanesia\u201d, which is the\nGreek term for “seven islands\u201d. More recently, in 18th<\/sup> and\n19th<\/sup> century India, there was a flourishing community of Greek\nbusinessmen, traders in spices, jute and other commodities. The Greek Orthodox\nChurch in Kolkata still stands proudly, with its impressive Doric columns.<\/p>\n\n\n\n

Ladies and Gentlemen<\/p>\n\n\n\n

7. I have given you only a\nfew examples of the exchanges between Greece and India since antiquity. There\nare of course several more. Yet, to my mind, the most important attribute we\nshare is a commonality in values. This city, Athens, is regarded as the\n“cradle of democracy\u201d. In ancient India too, there was a tradition of\n“city republics\u201d, such as the “Licchavi republic\u201d in the modern state\nof Bihar. The values of liberal democracy, popular sovereignty and transparent\ngovernment continue to guide us and are cornerstones of India\u2019s relationship\nwith Greece and with the European Union. Ours is a partnership of principles.\nIt is much more than a transaction. It is a friendship tested by time, by cherished\nbeliefs \u2013 and by sacrifice.<\/p>\n\n\n\n

8. Yesterday, I paid my\nrespects at the “Phaleron War Cemetery\u201d. The remains of 74 Indian\nsoldiers, who died fighting for the liberation of Greece during World War II,\nlie in the cemetery. I wondered what motivated those soldiers to fight for, and\namong a people, and in a country so far from their families, and their homes.\nThey gave their lives so that peace and prosperity could return to Greece.\nTheir contribution to the liberty of Greece and of Europe inspires us. It serves\nas a permanent reminder of how India is a steadfast friend to the Greek people\n\u2013 as well as a stakeholder in the continued security and integrity of Europe.<\/p>\n\n\n\n

9. India was one of the\nfirst countries to establish diplomatic relations with the European Economic\nCommunity. This decision, taken in 1962, represented a conscious effort to\nforge a partnership with Europe. Since then the EEC and later the EU have\nfunctioned as a pillar of our foreign policy. The Indian nation buildingproject\nand the European integration project have run in parallel. After independence\nfrom colonial rule in 1947, India sought to put behind it the bitterness of the\npast and make a fresh beginning \u2013 to shape a modern, united nation rooted in\nshared cultural experiences and shared economic aspirations. Europe and the EU\nhave been motivated by similar hopes \u2013 and that is why we in India feel an\naffinity.<\/p>\n\n\n\n

10. Like you, we recognise\nand believe that the “age of empires\u201d is over. The 21st<\/sup> century\nwill be built by democracies such as ours \u2013 democracies that place a premium\nand a priority on the wellbeing of common citizens; on jobs and opportunities\nfor local communities, and on a global development model that is economically\nviable, ecologically sustainable and ethical in its architecture. In the\npursuit of these goals, Europe will find no better companion than India. In\n2004, the EU and India inaugurated a “Strategic Partnership\u201d. In 2017, we\ncommemorated 55 years of working together. The 14th India-EU Summit, held in\nNew Delhi in October 2017, has helped energise India-EU relations. Now, as the\nEuropean Commission seeks to craft a new “India Strategy\u201d, it is for us to\nraise the bar. There are new frontiers for us to explore.<\/p>\n\n\n\n

11. Europe is no stranger\nto the opportunities that India holds. Yet so rapid and so transformational are\nthe economic changes in today\u2019s India that many of the old rules \u2013 about\ngradualism in the pace of investment decisions for instance \u2013 no longer apply.\nI would urge business leaders and economic policymakers in the audience to\nappreciate the rapidity with which India is moving ahead. Our GDP growth is the\nhighest for any major economy. In the last three years or so India climbed 42\nplaces in the World Bank Ease of Doing Business Index. This has been the\nbiggest jump by any country. A knowledge-based culture is changing the face of\nthe Indian workplace. By 2025, the Indian economy is expected to be valued at\nUS Dollar 5 trillion. This will make India the world\u2019s third largest consumer\nmarket.<\/p>\n\n\n\n

12. Technology is driving\nnot just services but also sophisticated manufacturing and innovation in\nfarming. Technology is also changing social attitudes by dismantling\ntraditional hierarchies and inequities. Using technology, including the humble\nbut extremely versatile mobile phone, in the past four years 300 million\nunderprivileged Indians have been assisted by the government in opening bank\naccounts. Previously they were outside the banking system. Under the Ujjwala\nprogramme, subsidised cooking gas facilities have been made available to 80\nmillion poor families. Gas stoves have replaced coal-fired stoves, with\npositive implications for the environment, for health and for gender\nempowerment and dignity. Large-scale sanitation programmes, the de-polluting\nand renewal of our major rivers and river basins, the upgrading of our cities\nand the relentless quest for renewable energy are as crucial to the\nmodernisation of India as impressive FDI numbers and GDP expansion. We cannot\nchoose one or the other. In the 19th<\/sup> and 20th<\/sup> centuries,\nEurope had that luxury. Today, India doesn\u2019t.<\/p>\n\n\n\n

13. Europe is irreplaceable\nin India\u2019s determination to achieve the goals it has set itself. The EU is\namong India\u2019s largest trading partners. It is a critical source of investment\nand technology, especially for sustainability programmes. Indian companies are\nsignificant investors in the EU, in industries as far apart as pharmaceuticals\nand automobile components. In an interconnected world, marked by mobility of\nboth financial and human capital, educated and professionally skilled Indians\nare increasingly global citizens and are respected for creating value, wealth\nand jobs wherever they go.<\/p>\n\n\n\n

14. As an old and wise\ncivilisation, you in Europe have the enlightenment to take a long view and put\nIndia\u2019s rise in perspective. I am confident that this sense of perspective will\nstay with you as you enhance relations with India, invest in India, trade with\nIndia or simply sit down for a chat with an Indian.<\/p>\n\n\n\n

Ladies and Gentlemen<\/p>\n\n\n\n

15. I have spoken about the\nprocess by which India is emerging as a global actor and modernising its\neconomy and society. I turn now to its outcomes, or at least what we hope will\nbe its outcomes. What does India offer the world and what does India bring to\nthe table? If I may put it so, what is the India proposition?<\/p>\n\n\n\n

16. The dreams and\norganising principles that shape India\u2019s domestic reforms are the very dreams\nand organising principleswe seek for the international system. India is\ncommitted to world peace. We see peace not just as the absence of conflict but\nas a reflection of sustainable developmentand indeed of any effort that\nanticipates and prevents strife and suffering. When we work for combating\nclimate change, we contribute to world peace. When we assist other developing\ncountries, as per their priorities, and strive for a less unequal world we\ncontribute to world peace. When we rescue and evacuate not just our own\ncitizens from troubled regions, but those of 40 other countries \u2013 as we did\nduring the Yemen crisis of 2015 \u2013 we contribute to world peace. When we put\nconsiderable troops and resources at the disposal of United Nations\npeacekeeping operations, we contribute to world peace. When we commit resources\nfor the development of people in Africa, we contribute to world peace.<\/p>\n\n\n\n

17. India is committed to\nan international order marked by robust, rules-based multilateral institutions;\nby multi-polarity in international governance; and by investment and\nconnectivity projects that are viable, sustainable, respect the sovereignty and\nterritory of nations, and enrich rather than detract from local and host\ncommunities. This is the type of world India wants to hold up as a pillar of\nstability, and as a growing provider ofdevelopmental assistance to friendly\ncountries. I am sure this is the type of world that Europe wants to nurture as\nwell.<\/p>\n\n\n\n

18. Our planet is not\nwithout challenges. The predictability and reassuring presence of rules-based\nmultilateral institutions \u2013 in trade, in ocean governance and in other areas \u2013\nhas come under stress. Preserving the hard-won gains of the global system of\ninter-linkages is in all our interests. India and Europe must work together to\nensure that the multilateral mechanism remains resilient and serves future\ngenerations \u2013 as well as accommodates new actors with a merit-based claim for a\nseat at the table. The global commons must truly remain a shared resource of\nhumanity, governed by open and collaborative international institutions. As a\nresponsible power, India seeks to be a rule framerand rule custodian.<\/p>\n\n\n\n

 19. On clean energy\nand climate change, India and the EU are united in their commitment to the 2015\nParis Agreement. Addressing climate change and ensuring secure, affordable and\nsustainable supplies of energy are our priorities. India is scaling up the\nshare of non-fossil fuels in its energy mix with punishing urgency. This will\ngo up from the current 31 per cent to 53 per cent by 2027. We are targeting 175\ngigawatts of renewable energy, of which 100 gigawatts will be solar energy.\nEarlier this year, India hosted the founding conference of the International\nSolar Alliance, which is head-quartered in our country. I invite Greece, the\nland of such dazzling sunshine, to join the ISA. I must also express my\nhappiness at the European Investment Bank\u2019swillingness to mobilise finance for\naffordable solar energy projects in ISA member countries.<\/p>\n\n\n\n

20. Radicalisation and its\ntwin, terrorism, are a pressing global concern. Pockets of instability and\nextremism can be found in the region to your east and our west. They are a\nworry for both Europe and India. Promotion of terrorism by state and non-state actors;\nextremism in a variety of forms and rooted in senseless hate; the proliferation\nof sensitive weapons; the use of regular communication and financial channels\nby terror groups \u2013 these pose a challenge to not one nation or the other but to\nall humanity.<\/p>\n\n\n\n

21. India and the EU must\npersuade the world to not distinguish between so-called “good\u201d and\n“bad\u201d terrorists, to shame and sanction state sponsors of terrorism, and\nto strengthen multilateral platforms such as the Financial Action Task Force and\nthe Global Counter-Terrorism Forum. On the issue of countering radicalisation,\nIndia would be happy to share its domestic experiences and success stories in a\nmanner that may be useful to our European friends. Our partner countries in the\nGulf States too are engaging with us in such a mutual learning process.<\/p>\n\n\n\n

22. Another common\nendeavour for India and the EU is a framework for cyber-securityand for the\nInternet that must serve three purposes. First, it should meet the requirements\nof public security, particularly for vital financial and energy networks.\nSecond, it should enable commerce and communication. And third, to the degree\nfeasible, it should respect the privacy of the individual and his or her data.\nInherently, this calls for a multi-stakeholder approach. We must also guard\nagainst manipulation of the Internet, whether by extremist groups or illiberal\nstates. The template we design will be valuable as other technologies emerge.\nAfter all, this is the age of the Fourth Industrial Revolution of Artificial Intelligence\nand of robotics. It could rewrite equations between humans and machines and our\nregulatory systems will have to anticipate change rather than react to it.<\/p>\n\n\n\n

Ladies and Gentlemen,<\/p>\n\n\n\n

23. The EU-India\npartnership is expansive and covers a spectrum of themes, from trade to\ntechnology, civil aviation to counter-terrorism. I am told that we interact\nthrough 30 different dialogue mechanisms. In my address I have referred to some\nof these, but obviously it has not been possible to touch upon all subjects. I must\nadd here that we remain committed to an India-EU Broad-based Trade and\nInvestment Agreement (BTIA), to be achieved in a generous spirit of mutual\naccommodation and of pragmatism.<\/p>\n\n\n\n

24. Above all, however, I\nwould like to emphasise that our cooperation \u2013 whether diplomatic and political\nor business and security \u2013 rests on a firm people-to-people understanding.\nThere is no substitute for that. The people of India and of Europe have\ncarefully built and tended our relationship, over centuries. Governments are\nonly playing catch-up. Our people always have been and always will be central\nto our cooperation. For both the EU and for India, the dignity and liberty of\nthe individual, and the fulfilment of every individual\u2019s capacity and potential\nin a plural and democratic society, is nonnegotiable. Let that ideal spur us to\nbecome in-separable partners in the 21st<\/sup> century.<\/p>\n\n\n\n
